In 1938 the United States was left reeling from the disasterous conclusion of the Carnegie Complex Standoff. Striking workers using captured equipment and rudimentary industrial powersuits managed to put up a legitimate fight against the Odyssia National Guard, and the Federal Army after them. It was made clear from this event that the force-multiplying power of hardsuits would be important in future conflicts, and so the procurement process began that would result in the X19 series.
